Council's 2023-24 Operational Plan and Budget was adopted at the Ordinary Council Meeting on 27 June 2023. 

Council will allocate almost $50M towards new capital works projects in the coming financial year as part of its 2023-24 Budget and Operational Plan. Council formally adopted the plan that will see playgrounds upgraded in Coogee, Kensington, Little Bay and Chifley, a new BMX pump track built and 5,000 new shrubs and 1,000 trees planted. Rates and charges have been kept low with rates capped at 3.7% and domestic waste charges increasing by 4%.


Randwick City Council’s Draft 2023-24 Operational Plan and Budget is our one year plan that details the projects and activities that will be undertaken in the financial year to achieve the commitments made in our 2022-2026 Delivery Program. It includes a detailed budget for the activities, our 2023-24 Fees and Charges, and a Statement of Revenue Policy.

The 2023-24 budget has been set to ensure that we maintain financial sustainability, adequate liquidity and sound asset performance. The budget achieves a fully funded operating position and a balanced budget.

PROJECT HIGHLIGHTS

Some of the important projects include:

  • Design work to refurbish the Maroubra Beach Pavilion
  • Upgrading four playgrounds at Grant Reserve, Coogee; Wills Reserve, Kensington; Woomera Reserve, Little Bay; and Dr Walters Park, Chifley
  • Designing and building a new BMX pump track
  • Building new outdoor gyms at Purcell Park, Matraville and Woomera Reserve, Little Bay
  • Installing three new public art installations
  • More events and activities to celebrate, recognise and respect First Nations people
  • Planting 5,000 new native and indigenous shrubs to improve the connectivity of bushland areas
  • Planting 1,000 new trees to provide habitat, shade and heat reduction benefits

HOW THE BUDGET WILL AFFECT YOU

  • Rates up by 3.7%*
  • Domestic waste management charge up 4% (increasing by $25.50 to $663.35)

*Rate variation explained:
Each year the Independent Pricing and Regulatory Tribunal (IPART) sets the rate peg, which determines the maximum percentage amount by which a Council may increase its general income for the year. Randwick’s rate peg for 2023-24 is 3.7%.
