Thank you to everyone who made a submission. Council officers have now reviewed all submissions and in response have prepared an updated draft of the Development Control Plan for Council’s review and adoption. The updated draft is scheduled to be considered at Council’s July 2023 meeting.
Randwick City Council is undertaking a two-stage review of the existing Randwick Development Control Plan 2013 (DCP) that applies to the Randwick City Local Government Area. Stage One of the review has been prepared for public exhibition and is open for community comment.
A DCP outlines the design requirements for new development that must be considered when preparing a Development Application. It provides the rules for building setbacks and design, landscaping and environmental requirements. Council’s current DCP 2013 can be found on Council’s website.
DCPs are made by Council in consultation with the community. A DCP supports and supplements (but cannot override or replace) the provisions in Council's Local Environment Plan (LEP) - which is the overriding principal planning document.
The LEP sets the 'big picture' rules for things like zoning, building heights and density, while the DCP provides specific guidelines for how that development is to occur. The two work together.
The proposed stage one draft DCP controls seek to ensure future residential development can accommodate projected growth and demographic changes, and achieve design excellence and high environmental performance.

Stage Two of the DCP review will involve reviewing all remaining parts of Randwick DCP to ensure the controls align with Council’s strategic directions.
Background to the draft DCP:
A draft of parts B2, C1, E2 and E7 of the Randwick DCP have been prepared to support the recently endorsed Comprehensive LEP changes relating to minimum lot size controls, Housing Investigation Areas and other minor administrative changes.
The proposed planning controls seek a best practice sustainable planning outcome, and high quality and sustainable residential dwellings. They will achieve design excellence to encourage with surrounding streetscapes, support walkable and cyclable neighbourhoods and offer a high level of residential amenity.
Feedback provided following the recent public exhibition of the Comprehensive LEP and the review of public submissions has been considered in the preparation of the draft sections.
