Why does Council need a Plan of Management for community land?
Under the Local Government Act 1993 and the Crown Land Management Act 2016, Council is required to prepare a Plan of Management to guide the use, management and maintenance of public land classified as ‘community land’. This ensures land is managed consistently, transparently and in line with community needs and environmental values.
What land is covered by the Plan of Management for Community Land?
The Plan applies to all community land and Crown reserves managed by Randwick City Council. This includes parks, coastal reserves, playgrounds, natural areas, sportsgrounds, and other public spaces throughout the Randwick LGA.

What is the difference between the generic Plan of Management and a specific area Plan of Management?
The generic Plan of Management covers all community land in Randwick and provides overarching guidance. A specific area Plan of Management focuses on a particular site with high recreational, environmental or cultural value. These plans offer more detailed direction and are often supported by a landscape masterplan.
What are Specific Area Plans of Management, and which locations are being prioritised for new or updated plans?
In addition to the generic Plan of Management for Community Land, Council also develops specific area Plans of Management. These plans provide more detailed guidance on the use, development and management of a particular site, and are usually supported by a landscape masterplan showing proposed spatial changes.
A specific area PoM is prepared for locations with significant recreational, environmental or cultural value, or where more complex land use planning is required.
Since the introduction of the Crown Land Management Act 2016, Council has developed a Plan of Management (PoM) for Heffron Park and is reviewing or planning updates for others.
A draft PoM has been developed for the Maroubra Beach Precinct and is being finalised with the NSW Department of Planning and Environment – Crown Lands for public exhibition in the second half of 2025.
