Consultation has concluded

Randwick Council is proposing some changes to the planning controls for the planned redevelopment of the Inglis stableyards site on Barker St in Randwick to strengthen the delivery of public benefits.

A rezoning proposal for the site was approved by the Department of Planning and Environment in 2015 with a new site specific Development Control Plan (DCP) and amendments to Randwick Council’s Local Environmental Plan (LEP)

Proposed Concept Plan

The proposed changes

Council is able to make changes to the DCP, so long as they are not inconsistent with the LEP which has set the floor space ratio and heights of buildings for the site. The proposed changes to the DCP are:

  • Public open space: The approved concept plans provide for 5,000m2 of public open space. However there is no certainty about the shape, configuration or right of public access. Our proposed changes provide more certainty by specifying minimum dimensions of 66mx76m, that it should have two street frontages and be a single area not intersected by any other use. These changes will ensure the public open space is accessible and useable.

  • Affordable housing: The approved DCP does not provide adequate certainty that affordable housing will be provided on the site. Our proposed changes seek to provide more certainty by requiring 5% of all residential housing to be affordable to provide housing for key worker groups such as hospital workers and essential services personnel. Council considers that this site offers the opportunity to make a positive contribution to diverse housing.

Background

The original planning proposal was considered by Randwick City Council in 2011, but Council refused to proceed on the basis of excessive density and height, and concerns about potential negative traffic and amenity impacts.

However, the Department of Planning through the Joint Regional Planning Panel approved the rezoning with modifications to the density and height of buildings in April 2015 and gazetted site specific planning controls through a Local Environmental Plan (LEP). The accompanying Development Control Plan (DCP) for the site which provides guidance for future development applications was adopted by the Department of Planning and Environment in March 2015.

Council cannot modify the LEP but we are seeking to make some minor improvements in the DCP. You view some of Council’s historic media releases in our library.

Council encourages interested members of the public to review this proposal and to lodge submissions:

Next steps

Council staff will consider all submissions received and prepare a report for a Council meeting summarising the result of this community consultation process.

Councillors will then consider the report at the Council meeting and determine how to proceed. Those who lodged submissions will be notified of the date of the Council meeting.
