Project update: The Development Control Plan (DCP) for the Kensington and Kingsford town centres has been adopted by Council after a rescission motion seeking further community consultation was defeated. The decision brings to a close a five-year planning review process to create a vision for the future of the town centres. The DCP was exhibited for five weeks receiving 177 submissions. A number of amendments have been made to the plan responding to the submissions. The K2K plan, as it’s known, creates a consolidated vision for the area’s future, providing responsible development in key nodes and a range of public improvements including 200 affordable rental properties, new urban plazas, community centres and an innovation hub.

Randwick City Council has prepared a new draft Development Control Plan (DCP) for the Kensington and Kingsford town centres.

The draft DCP is the final stage of a comprehensive planning process undertaken since 2016, to ensure that future development within the town centres can accommodate projected growth and demographic changes, while achieving design excellence and delivering substantial public benefits to our community.

The draft DCP supplements the proposed RLEP 2012 amendments through detailed planning controls and diagrams that provide guidance for architects, developers and the community alike on our expectations of what future development should look like in the Kensington and Kingsford town centres.

Key Changes Proposed by the draft DCP:

  • Block by Block Controls - diagrams showing the maximum height, setbacks, street walls and mid-block links for sites within the town centres
  • Design Controls - design considerations for new buildings that minimise visual bulk and are designed with high quality materials and finishes
  • Design Excellence Process - a new design excellence process to select the best design outcome for strategic sites
  • Economic Development - measures to support economic development, business and employment growth within the town centres
  • Community Infrastructure Charge - to ensure community infrastructure is delivered, such as community and recreational facilities, roads and drainage
  • Improved Public Spaces - to ensure the public realm is transformed into a contemporary urban environment, contributing to the revitalisation of the town centres
  • Landscaping and Green Architecture - requires each development provide landscaping, including green walls, green roofs and landscaped terraces
  • Parking Rates - revised parking rates for different types of development within the town centres
  • Affordable Housing - a percentage of units in each development must be dedicated towards affordable housing.

The draft DCP also provides:

  • New acoustic provisions to achieve internal amenity balanced with the desire to achieve a vibrant environment for each town centre.
  • A new section on student housing to ensure high quality development that delivers excellent design and amenity to residents.
  • Housing mix for the elderly, family households and people living with a disability.
  • Minimum floor to ceiling heights.
  • A requirement that public art is integrated in the building design to contribute to a sense of place and character.

Background:
In 2016 Council commenced a comprehensive planning review of the Kensington and Kingsford town centres to update the planning controls, guide sustainable growth and create vibrant, prosperous and attractive places.

The review culminated in the K2K Planning Strategy which provides a future vision for the Kensington and Kingsford town centres focusing on enhancing liveability, economic prosperity and sustainability.

The second stage of the project was the preparation of the K2K Planning Proposal which seeks to amend the Randwick Local Environmental Plan 2012 (RLEP 2012) height and density controls to reflect the planned vision for the Kensington and Kingsford town centres. The Planning Proposal is currently with the State Government awaiting gazettal of the proposed changes to the RLEP 2012.
