The heritage listing of 1 and 3 Berwick Street Coogee was notified in the Government Gazette on Friday 15 December 2023, formally recognising these properties as heritage items under the Randwick LEP 2012.
Randwick Council is seeking your feedback on a Planning Proposal to list 1 Berwick and 3 Berwick Street, Coogee as local heritage items in the Randwick Local Environment Plan (RLEP).
The Department of Planning and Environment gave gateway determination for the Randwick Local Environmental Plan 2012 to be amended to identify 1 and 3 Berwick Street as heritage items in March 2023.
The planning proposal is intended to protect and conserve the buildings that have been identified by heritage studies as having heritage significance and satisfying the NSW Heritage Council’s criteria for heritage significance.

The Berwick Estate (including no's 1, 3 and 5 Berwick Street Coogee) are excellent examples of Inter-war architecture, with fixtures and finishes dating from their construction in the mid-1920s. Key features of the buildings include Marseilles terracotta roof tiling, dark brick and stone façades, and traditional timber-framed casement windows with decorative leadlight glazing. Interior detailing includes decorative plaster ceilings, timber door and window joinery with decorative leadlight glazing, and timber fireplaces.
5 Berwick Street Coogee has been previously identified as having local heritage significance as part of Council's draft Comprehensive Planning Proposal (CPP) to update the Randwick Local Environmental Plan (LEP)2012. Adopted by Council in September 2022, the draft Comprehensive Planning Proposal (CPP) is currently with the Department of Planning & Environment for finalisation.

Development Application
Berwick Street Coogee Planning Proposal has finished this stage
July 2022: A Development Application (DA/432/2022) was received for Torrens Title subdivision of the site into two (2) allotments and construction of two semi-detached dwellings, one on each allotment at 3 Berwick Street.
During exhibition a significant number of submissions from the community raised objections to the proposed demolition on the grounds that the existing building, potentially, was heritage significant.
Interim Heritage Order

August 2022: Council placed an Interim Heritage Order on no's 1 and 3 Berwick Street, Coogee.
Heritage Assessment
Berwick Street Coogee Planning Proposal has finished this stage
September 2022: Randwick Council resolved tourgently undertake a preliminary heritage assessment of the building at 3 Berwick Street, Coogee to determine if it is, or is likely to be found, on further inquiry and investigation, to be of local heritage significance.
On 13 October 2022, City Plan Heritage provided Council with a Heritage Assessment of 3 Berwick Street which concluded that the Inter-war bungalow is of local heritage significance and meets the significance assessment criteria for listing as a heritage item.

November 2022: The Randwick Local Planning Panel resolved to support the Planning Proposal to heritage list the properties.

December 2022: Council resolved to forward the draft Planning Proposal to the Department of Planning and Environment as delegate to the Minister for Planning requesting ‘Gateway Determination’ under Section 3.34 of the Environmental Planning and Assessment Act 1979.
