Muraborah Reserve Maroubra dog off-leash proposal
Consultation has concluded.
Project update December 2024: The outcomes of the community consultation were reported to the Ordinary Council Meeting on Tuesday 10 December 2024, where the Council resolved to make Muraborah Reserve an off-leash dog park. New signage will be installed along with dog bag dispensers, litter bins and water fountains. An environmental assessment will be undertaken to identify how to effectively manage the activity at this location and new gates will be installed on the existing perimeter fence. Consultation insights: During the consultation period, we received 536 survey responses and 18 submissions. Of the survey respondents, 83% supported the proposal, with 62% of current reserve users in favor of allowing dogs off-leash, 13% opposed, and 2% unsure. Dog owners overwhelmingly support the proposal, valuing the community benefits and preferring Muraborah Reserve for its fencing, while non-dog owners are divided, citing safety concerns and irresponsible dog ownership.

Randwick Council is proposing to allow dogs off-leash at Muraborah Reserve, on Wride and Duncan Streets in Maroubra.
Dogs are important in many people's lives. They reduce social isolation, create connections, and promote healthy lifestyles. As our community grows, it is crucial to provide spaces where pet owners, especially those living in smaller homes and apartments, can exercise their pets safely.
Randwick Council currently has 16 off-leash dog parks across the LGA. Muraborah Reserve has been identified as a possible location for a new off-leash area. We’ve heard from some current users that the reserve is already informally used for exercising dogs.
If the reserve becomes formally designated as an off-leash park, we will install dog waste stations, additional bins, pedestrian access gates, and new signage. Under the Companion Animals Act, dogs must be under effective control by a responsible person whether on-leash or off-leash, and people are required to pick up after them.
Making a park off-leash for dogs does not make the park an exclusive dog park. Randwick Council’s approach is to ensure our off-leash dog parks can also be shared by others for general recreation.
