Burrows Park Masterplan
Consultation has concluded.
Randwick Council has developed a masterplan to upgrade the amenities and expand the sports field at Burrows Park - a highly valued community space in Clovelly.
The masterplan has been informed by extensive community consultation and presents three options. Our preferred option is carefully designed to meet the priorities and needs of both local residents and sports groups.
The long-term masterplan proposes to:
- Replace the current run-down amenities building with a modern facility on a similar footprint, designed to minimise impact on the natural environment and maintain views.
- Slightly expand the existing sports field to better support our local rugby league and rugby union junior teams.
- Protect the native flora and fauna, including the remnant Eastern Suburbs Banksia Scrub (ESBS).
- Retain the off-leash dog area for local pets and their owners.
Key considerations of the masterplan
- Minimising disturbance to the park’s natural topography by working within existing conditions.
- Smart lighting strategies for the sports field and amenities building will help reduce brightness when the field is not in use. These include activity-suited light levels, motion sensors, and fixtures designed to minimise impact on adjacent homes and fauna.
- A sensitively designed amenities building that:
- blends into its bushland backdrop
- is positioned to block artificial light spill onto the remnant bushland behind
- maximises the use of natural light and ventilation
- Maintaining level access from Ocean Street, with an accessible pathway planned to the new amenities building.
- Enhanced and extended low-level planting.
- Water harvesting and reuse for field irrigation and landscaping, utilising the existing underground tank south of the amenities building.
- Further investigation during concept design into installing a rainwater tank for toilet facilities.
- No off-street parking is included in the masterplan.
Staged upgrades
The upgrades will be delivered in two stages:
Stage 1: New amenities building
- A draft concept will be developed and exhibited for community feedback following Council’s adoption of the masterplan.
- The new amenities will include public toilets, changerooms, a kiosk for use on game days, and some storage.
- Estimated cost: $4.3 million.
- Construction is planned to commence in 2027-28.
Stage 2: Field enhancements
- The field will be slightly enlarged in all four directions, with an extension of approximately two metres west towards Ocean Street and up to eight metres north.
- Estimated cost: $3.4 million.
- Work will begin at a future date as funding becomes available.
