Randwick City Council is updating its Code of Meeting Practice, which will commence from the first Council meeting in 2026. The update aligns with the Office of Local Government’s 2025 Model Code of Meeting Practice for Local Councils in NSW.
All councils are required to adopt a new Code that incorporates the mandatory provisions of the 2025 Model Meeting Code by 31 December 2025.
The 2025 Model Meeting Code includes the following key updates:
- Mayors can now call extraordinary meetings without needing two Councillor signatures.
- Restrictions apply to pre-meeting briefing sessions.
- Councillors may only attend meetings via audio-visual link under specific circumstances (e.g. illness or caring responsibilities).
- From 1 January 2026, all Council meetings must be livestreamed and recorded.
- Mayoral Minutes can be submitted without notice.
- Speech durations cannot be reduced below five minutes.
- New definitions of disorderly conduct include discriminatory behaviour and offensive gestures.
- Public forums must be held before Council meetings, not during.
