Consultation has concluded.

Councillors endorsed Cromwell Park (North), Malabar, as the site for Randwick City’s pump park at the Ordinary Council Meeting on Tuesday 17 June 2025. You can read the minutes from the Council meeting here, the report to Council here and the Community Consultation Report here

The park will be designed to blend with the natural landscape and avoid major disruption to current users. Council has allocated $1.35 million to the project, with design work now underway and further consultation planned once concept plans are developed.

What we heard from the community:

  • Cromwell Park is the preferred location for the pump park, with 48% of survey respondents supporting it compared to 36% for Pioneers Park.
  • Support for Cromwell Park is driven by its lower usage, greater available space, distance from homes, natural terrain, and existing tree cover, which are seen as better suited for a pump park.
  • Pioneers Park is preferred particularly by residents of Malabar, Chifley, Little Bay, and Phillip Bay, due to perceived better parking, public transport access, and a desire to preserve Cromwell Park's natural character.
  • 54% of survey respondents would use the pump park.
  • Commonly requested facilities include shaded seating, drinking fountains, toilets, parking, and lighting. Respondents emphasised the need for a high-quality, all-ages design that reflects current trends and includes features like jump lines, skills areas, and mountain bike trails.
  • Most respondents support the concept of a pump park and view it as a valuable recreational asset, especially for teens.

Randwick City Council is building a new pump park to provide a dedicated space for BMX riding, mountain biking, skateboarding, and scootering.

A pump track is a circuit of mounds and banked turns where riders use a pumping motion, not pedalling, to maintain speed - improving balance and coordination. It’s a fun, inclusive space for all skill levels.

As adventure sports grow in popularity, this project - part of our Open Space and Recreation Strategy - will create a purpose-built facility to support outdoor recreation while enhancing community spaces.

We are seeking feedback on two possible locations in Malabar:

Background

After reviewing several potential sites across the Randwick LGA, Council initially endorsed Cromwell Park North due to its size and parking availability. However, early community feedback raised concerns about potential traffic congestion, safety, and amenities.

In response, residents suggested also considering Pioneers Park (north of the AFL fields).

Council initially ruled out Pioneers Park because it is a designated dog off-leash area. If Pioneers Park is selected, the off-leash area would be relocated.

Comparing the two locations

Cromwell Park:

FeaturesChallenges
  • Large, shady park
  • Undulating and interesting terrain for a bike park
  • Parking available on Franklin St

  • Increased visitation could increase traffic congestion
  • No immediate toilet facilities
  • Space limitations due to varied land ownership
  • Limited passive surveillance due to trees

Pioneers Park:

FeaturesChallenges
  • Easy access from Anzac Parade and shared path
  • Adjacent car park, toilets and water bubblers
  • Good passive surveillance
  • Limited parking when sports field in use
  • Lacks shade and trees
  • Existing dog off-leash park would have to be relocated

Tell us what you think

  • We are seeking community feedback on whether the pump park should be built at Cromwell Park North or Pioneers Park.
  • We also want your input on the existing off-leash dog area at Pioneers Park, which would need to be relocated if this site is chosen.

Or you can send your comments with the subject “Pump Park” to council@randwick.nsw.gov.au or to 30 Frances Street, Randwick 2031.

Feedback open: 9 April to 7 May 2025.
