Update: The Section 7.12 Development Contributions Plan 2024 was adopted at the Ordinary Council Meeting on Tuesday 23 July 2024 and came into effect on 31 July 2024.  

The Plan is applicable to development applications and complying development applications lodged from 31 July 2024. The new Plan repeals the former s94A Plan 2015. Click here for more information. 


Randwick Council is seeking community feedback on the Draft Section 7.12 Development Contributions Plan 2024.

The draft s7.12 Development Contributions Plan 2024 (draft s7.12 Plan 2024) authorises Randwick Council to require applicants to pay a fixed levy as a condition of development consent or complying development certificate. The levy is based on the percentage of the proposed cost of the development

The purpose of this levy is to fund necessary facilities and local infrastructure to accommodate growth in the area. This may include parks, recreation and open space, cultural and community facilities, public realm works in our town centres, environmental initiatives, and transport, traffic and road upgrades.

s7.12 contributions apply to most development applications and complying development certificates where the development cost is over $100,000.

What changes are introduced by the draft s7.12 Plan 2024?

The draft s7.12 Plan 2024 is an update of the current Randwick City s7.12 (formally s94A) Development Contributions Plan 2015 and includes the following:

  • An updated Schedule of Works including ongoing and new capital works projects for the next 10 years including:
    • A new youth facility ($1.5 million)
    • Local traffic management schemes ($1.25 million)
    • Public realm improvements across various town centres ($6.05 million)
    • Upgrades to Blenheim House to transform it into artist studios and creative space ($350,000)
    • Upgrades of parks and open space: ($5.05 million)
  • New map showing the location of the proposed capital works
  • Revised State Government population projections; and
  • Minor formatting changes for improved readability and to reflect legislative changes.
