We’re seeking your feedback on proposed shared e‑bike mandatory parking, dedicated parking areas, and ‘no-go’ zones to address parking issues in our busiest areas.
Shared e‑bike use has grown quickly across Sydney including in Randwick City with more than 628,000 trips made in 2025, making it easier for people to get around. However, we’ve also heard consistent feedback that e-bikes are sometimes parked in the wrong places — blocking footpaths, driveways and building entrances, and creating safety and access issues.
To address this, Randwick City Council is introducing mandatory parking zones, with dedicated shared e‑bike parking areas provided within these zones, starting in the locations where these problems are happening most often. ‘No-go’ zones will also be introduced in areas where parking is not appropriate.
This plan is part of new regulations to be introduced by the NSW Government giving councils greater powers to take action on e-bikes with fines of up to $55,000 for operators who fail to remove dangerously parked e-bikes.
Mandatory parking zones with dedicated parking areas
We’ve identified three high‑use, high‑impact areas where mandatory parking zones are proposed due to frequent shared e‑bike parking issues:
- Coogee Beach
- Randwick Junction Town Centre
- Maroubra Beach
Within these mandatory parking zones, dedicated shared e-bike parking areas will be provided to ensure e-bikes are parked in specified spaces to reduce the incidents of e-bikes being left on footpaths and in other unsafe or obstructive locations.
These parking areas are integrated into shared e‑bike apps. For
riders, this means shared e-bikes must be parked in the designated parking
areas shown in the app to successfully end a trip. If an e-bike is parked
outside these areas, the trip may not be recognised as complete and additional
charges or penalties may apply.
These areas experience high demand, competing footpath uses and repeated reports of problem parking.
Mandatory parking zones with dedicated parking areas were selected using a data‑led, safety‑focused approach.
We rule out locations where parking wouldn’t be appropriate, including footpaths, bus stops, heritage areas, outdoor dining areas, major entry points, and single‑dwelling frontages.
Our first priority is to provide on-street parking. Given shared e-bikes are ridden on the road, it makes sense to also park them on the road. If this can’t be achieved, we then may consider off-road areas such as verges and grassed areas or areas with existing street furniture and bike parking.

On‑Street Parking (First Preference)
On‑street locations are assessed first where they can be safely delivered.
Key criteria:
- Reallocate No Stopping or existing parking to “P Bicycles Only” where safe
- Located in low‑speed environments (≤50 km/h, preferably 40 km/h)
- Outside intersections:
- Signalised: ≥20 m approach / ≥10 m departure
- Unsignalised: ≥10 m clear of intersection
- No impact on traffic lanes, pedestrian safety or sightlines
- Clear “P Bicycles Only” signage installed
- Wheel stops provided where required
- Operators required to:
- Show locations in apps
- Establish geo‑fenced preferred parking zones
- If compliant - select on‑street location
If not suitable - move to Off‑Street assessment
Off‑Street Parking – Verge / Grass Areas (Second Preference)
Used where on‑street locations are not suitable.
Key criteria:
- Located close to access points and arrival destinations
- Avoid garden beds, structural root zones and underground services
- Permeable pavement used where possible
- Maintain emergency and maintenance vehicle access
- Near transport stops without impeding bus movements or pedestrian desire lines
- Checked against plaza event layouts and maintenance routes
- Preferred in parks, beaches and reserves near formal access points
- If compliant - select off‑street location
If not suitable - move to Street Furniture Zone
Street Furniture Zone (Last Preference)
Used only where on‑street and off‑street options are not feasible.
Key criteria:
- Located within the 1.2 m furniture zone from back of kerb
- Near business areas and side streets
- Avoid outdoor dining and avoid obstructing pedestrian flow
- Maintain clear pedestrian paths and accessibility requirements
